THE CHALLENGE
Volunteers of America Chesapeake & Carolinas (VOACC) is expanding access to Medication-Assisted Treatment (MAT) services in Washington, DC to address the ongoing opioid crisis—particularly among individuals at highest risk of overdose. Funded by the Substance Abuse and Mental Health Services Administration (SAMHSA), this initiative aims to serve hundreds of individuals with comprehensive treatment that combines MAT with wraparound support services.
To ensure the program’s effectiveness and long-term sustainability, VOACC required a structured, data-driven evaluation approach. This included tracking participant outcomes over time, meeting federal reporting requirements, and capturing the full impact of integrated services such as primary care referrals, employment support, and housing stabilization. VOACC needed a partner to design and implement an evaluation framework that could both demonstrate results and inform continuous program improvement.

OUR APPROACH
A-G Associates serves as the program evaluation partner for VOACC, leading the design and implementation of a comprehensive evaluation strategy to support the MAT program over the life of the grant.
A-G develops and implements a tailored evaluation plan aligned with SAMHSA requirements, establishing key performance indicators and data collection processes to track participant outcomes and program effectiveness.
The team coordinates participant data collection at intake, six-month intervals, and discharge using CSAT-GPRA Core Client Outcome Measures. A-G compiles and submits required reports to SAMHSA, ensuring accuracy, compliance, and timely delivery.

THE Impact
Through its partnership with VOACC, A-G is strengthening the program’s ability to track outcomes, demonstrate impact, and improve service delivery for individuals affected by opioid use disorder. By implementing a structured evaluation framework and consistent data collection processes, A-G is helping ensure that participants receive coordinated care that addresses not only treatment needs, but also critical social determinants such as housing stability and employment.
As the program progresses, A-G’s evaluation efforts are supporting VOACC in meeting federal requirements, identifying opportunities for improvement, and building a foundation for long-term sustainability—ultimately contributing to expanded access to effective, life-saving treatment services in the DC community.
