The 988 Crisis Hotline

THE CHALLENGE 

As part of its broader work supporting the Center for Mental Health Services (CMHS) within SAMHSA, A-G Associates contributed to one of the agency’s highest-profile priorities: the national rollout of the 988 Suicide and Crisis Lifeline. This effort represented a critical component of CMHS’s larger mission to strengthen the nation’s mental health system and expand access to crisis care.

The launch of 988 marked a transformative shift—from a fragmented crisis response system to a unified, easy-to-access national resource. However, successful implementation required more than activating a new dialing code. CMHS needed to align stakeholders across federal agencies, providers, and communities; ensure integration with existing systems such as the Veterans Crisis Line; and support the development of a broader Crisis Continuum of Care.

A-G was called upon to support the research, coordination, and stakeholder engagement needed to advance 988—while also addressing the unique needs of high-risk populations, including children, youth, and families. This required balancing strategic insight with operational execution in a fast-moving, highly visible national initiative.

A-G conducted both quantitative and qualitative research to assess system needs, identify gaps, and inform implementation strategy. The team translated findings into clear, actionable recommendations that guided SAMHSA’s approach to strengthening the 988 Lifeline and aligning it with national mental health priorities.

A-G coordinated national expert advisory groups and facilitated listening sessions with providers, researchers, and community leaders. These engagements captured diverse perspectives and informed the design of the Crisis Continuum of Care—ensuring that solutions addressed real-world challenges and the needs of specific populations, particularly children and youth.

A-G led the end-to-end planning and delivery of the 988 Lifeline Conference in Chicago. This included managing logistics, communications, agenda development, and on-site execution for more than 1,200 attendees—creating a high-impact forum for collaboration, knowledge sharing, and alignment across national stakeholders.

A-G translated national strategy into on-the-ground action by convening community groups, local leaders, providers, and stakeholders to support implementation at the regional level. Through facilitated discussions and targeted engagement, A-G helped align local systems with federal priorities, ensuring that 988 and the broader Crisis Continuum of Care were effectively integrated into community-based services.

THE Impact

 

A-G’s support has helped advance one of the most significant mental health initiatives in recent history. Through strategic engagement and seamless execution, A-G played a key role in bringing together national leaders, providers, and policymakers to strengthen the 988 Lifeline and the broader crisis care system.

The 988 Lifeline Conference served as a landmark moment—uniting more than 1,200 stakeholders to align on best practices and future priorities. At the same time, A-G’s research, advisory support, and resource development have contributed to a more coordinated and accessible Crisis Continuum of Care, particularly for children and youth.

Since its launch, the 988 Lifeline has received more than 20 million contacts, demonstrating its critical role as a nationwide, 24/7 resource for individuals in crisis. A-G’s contributions continue to support the evolution of this system—helping ensure that individuals and families can access timely, effective mental health care when they need it most.
